David Richardson lives with a series of disabilities VDOC failed to accommodate. His sight and hearing impairment and chronic pain, due to spinal disease, limit his ability to function without necessary accommodations such as an orthopedic mattress, ASL interpretation services and other specialist medical appointments. Also, as part of his religious practice, Mr. Richardson chooses to cover his head. He does so by wearing a kufi but was denied the right to do so in certain areas of the facility.
