Jones et al v. City of St. Louis et al.

Rights Behind Bars, along with co-counsel ArchCity Defenders, the MacArthur Justice Center, and the Saint Louis University Law School Clinic, represent Derrick Jones, Darnell Rusan and Jerome Jones in their claim the excessive use of mace and subsequent retaliatory water shut-off practices at the St. Louis City Justice Center (CJC) resulted in injuries that cannot be reasonably categorized as trivial. Mr. Rusan, Mr. D. Jones and Mr. J. Jones were all denied medical treatment either after being maced directly in the face, left in a windowless mace-filled room, or both. Consequently, Mr. J. Jones suffers from continued respiratory difficulties. Plaintiffs contend their constitutional right to file grievances was deliberately obstructed, denying them agency to fully document the pattern of abuse at the facility. Plaintiffs also identify Commissioner Carson and Superintendent Barnes as liable in their official capacity for the misconduct at CJC.
