Savage v. Harris County, Texas, et. al.

Harris County Jail, in Houston Texas, is one of the most violent and deadly jails in the country. In 2022 alone, 28 people died in the jail—a record-high number following years of higher-than-average assaults and fatalities. That same year, Mikayla Savage, was booked into the jail. At the time, she was a slight 23-year-old woman who, at 4’11, weighed just over 100 lbs. She was pregnant and was excited to be a mother again. When the DA voluntarily dismissed the charges against her, three months later, Ms. Savage had suffered a miscarriage as a result of a guard assault. Ms. Savage also endured heinously uninhabitable living conditions, including a feces-streaked cell, and at least five other physical and sexual assaults, including a brutal gang rape shortly after a traumatic abortion resulting from her miscarriage. Mikayla’s time in Harris County Jail was so horrific that she attempted suicide several times, yet she continued to be denied true mental health services or other important care.
