Troutman v. Louisville MDC

In collaboration with the MacArthur Justice Center and the ACLU, Rights Behind Bars represents a coalition of civil rights and human rights organizations as amici curiae in support of the estate of Charles Troutman. Troutman was held in the Louisville Metro Detention Center on a cash bond where he committed suicide. The organizations argue that the district court erred in applying the standard from post-conviction prison conditions cases to Troutman, a pre-trial detainee, and explain why Supreme Court precedent requires the Sixth Circuit Court of Appeals to apply this more lenient standard to all such pre-trial cases.
